Hon. Colonial Secretary,

With further reference to the state of unrest

across the border, I would suggest that a regimi request might

be made to the General Officer Commanding for a regiment of

Indian troops to be sent out to Lo Fu. Such a step would involve very little expense, and I believe that it would not only put a stop to the continual raids into the New Territory, but also

impress the Chinese Authorities.

The Police in the border districts are in-

-adequate for the protection of the frontier, and there is a growing feeling of nervousness both among them and among the

inhabitants of those districts.
